NC3 – National Cybersecurity Competence Center

Overview

The scope of this Request for Proposal (RfP) is the supply and delivery of computer hardware to NC3 within the framework of the NCC-LU project (101127115 — NCC-LU-S). Bidders are invited to submit proposals for one or multiple packages outlined below. Each package requires a separate submission. This RfP is classified under “MARCHÉS PUBLICS DE FAIBLE ENVERGURE”.

Specifications (minimum or equivalent):

  • Server: 1 x ASUS ESC4000-E10S | 2U GPU server, Dual-socket 3rd Gen Intel Xeon, 8 x 2.5" Hot-swap Storage Bays, 1600W RPSU, Dual socket, 16 DIMMs
  • CPU: 2 x Intel® Xeon® Silver 4309Y Processor (8 Core, 16 Threads, 2.80GHz base, 3.60GHz turbo per CPU)
  • Memory: 4 x DDR4 64GB 3200Mbps Registered DIMM 2Rank 4Gx4
  • Storage: 2 x Samsung 3.84TB 2.5-inch SATA 6.0 Gb/s TLC Data Center SSD V6 PM893, configured in RAID-1 via LSI
  • RAID Controller: 1 x LSI MegaRAID 9361-8i (12Gb/s, 1GB, 8 Ports SAS RAID Controller PCIe x8)
  • Networking: 2 x Intel Dual 10Gb SFP+ TwinAx Ethernet Converged Network Adapter X520-DA2, plus 2 x 10GbE SFP+ ports via network card and 2 x 1GbE RJ45 onboard
  • GPU: 1 x NVIDIA Quadro RTX6000 ADA Generation, 48GB GDDR6 PCIe or equivalent
  • Support: 4-Active STANDARD
  • Accessories: 2 x ASUS 90SK0000-MPNBN0 GPU cables
  • Service: Assembly and 24-hour burn-in test

Bid Submission

Proposals must be submitted via email to info@nc3.lu no later than 28 April 2025, 12:00 CEST. Submissions must be provided in ASCII or PDF format, clearly separated by package. All proposals must be priced in EURO and clearly marked as:

Each proposal must include:

  • Detailed package description
  • Technical specifications
  • Pricing structure

Selection Criteria

Proposals will be evaluated based on:

  1. Compliance with technical specifications
  2. Competitive pricing
  3. Proven past performance of the bidder
  4. Maintenance cost compatibility with existing infrastructure
