Customisable e-learning platform

Overview

The National Cybersecurity Competence Center is seeking proposals from qualified vendors, providers or a modern, scalable, and user-friendly e-learning platform. The platform will serve both individual learners and enterprise clients, providing a seamless experience that includes personalized learning paths, analytics, certifications, and interactive video-based content.

The objective is to have an end-to-end e-learning ecosystem with distinct interfaces and dashboards for different user roles (Administrator, Learner, Manager) and account types (Individual and Enterprise). The platform must support multimedia content, certifications, robust user management, content management and integration with practical training environments.

Bid Submission

Proposals must be submitted by email to info@nc3.lu no later than 30th June 2025, 12:00 CEST. Submissions should be in either ASCII or PDF format and must clearly outline the features of the proposed solution. All proposals should be priced in EURO and clearly labeled as: Proposal for Customisable E-learning Platform.

Each submission must include the following information:

• A comprehensive list of all available features
• Details of the application’s architecture and the technologies used
• Pricing or licensing model
• Information on maintenance and support options
• The level of flexibility for content customization
